This is a false dichotomy.
Some people are racist. Some are not.
Your question may be prompted by the ideas that the conservatives want to return to the 50's, an era of institutionalized racism, and that liberals want to infantalise minorities by enforcing quotas that imply they just don't have the chops to succeed on their own. Both of those ideas are racist views. Most people don't really believe either in this day and age.
What's in a person's heart is so widely variable that I think it defies your categories.

I think Liberals because many of the policies they support and want to implement are aimed at keeping them poor and feeling "oppressed" but at the same time by championing them they seem like the ones trying to help.
for example, When you tell people we will give you free health care and welfare for those of you who cannot make ends meet you tell the people hey don't worry about fixing your problems we will fix them since you can't. Then when the right wants to do away with programs they imply that they don't like minorities.

Democrat liberals are more racist. They develop programs to keep minorities dependent on government. They encourage minorities to have abortions. It is downright scary how liberals are always harping on how we need more taxes and more programs "for the children" when they mean they want to dominate the poor.

Ask yourself, which party wants to keep the groups segregated by race...giving special benefits based on color...because the assumption is that minorities can't manage life as well as caucasians?

liberals by far, they have had more kkk menbers elected to office, and their polocies are written with hidden raceism, for example they dont believe urban black can make it on their own thats why they push for welfare, how do they think they can fix the problems with urban crime? midnight basketball!!
and rather that be proud of blacks that make it in the republican party they have to call them uncle toms
