what was the purpose of creating a federal district to house the national government?

according to the constitution, for what purposes was congress to lay and collect taxes for?

i have a government test tomorrow, and i can't seem to figure out these questions. help would be greatly appreciated! thanks in advance. :]

They authorize defense spending, and can use that power to micro-manage any defense program.

They have the constitutional power to declare war, though they have over the last 50 years, largely repudiated that power in favor of giving the President varying and ambiguous powers to undertake military action in the absence of such a declaration.
