I don't believe in astrology, but I will weigh in anyway.
When the zodiac and horoscopes were first invented (discovered?) it was long before people could calculate the date of conception with anywhere near accuracy. Even today it would be hard to pinpoint it exactly in most cases. So birthdays make more sense simply from the standpoint of everybody knows this.
