Call an electrician to do this for you. No muss, no fuss, and no fires burning the house down.

I'm not sure if this will help but when there is no light fixture in the living room there's suppose to be a switched plug somewhere the control a lamp which is plugged in to the outlet ... as far as getting a ceiling fan installed it's more better to get a electrician to in stall the cables and switches.

Hi Jamie,
You are looking at a serious DIY project that should only be undertaken with the supervision of an electrician or someone who knows a fair amount about electrical installations. Running and fishing the wires, adding a switch and a ceiling rough in, etc., take some knowledge.
I would probably call an electrician if you don't have the knowledge or know someone who does.
Good luck

Assuming you can get in the attic above your living room...You will need to get a junction box made to support a fan (go to the elect dept at your local home center and ask, they will know). It will have two braces on it so the box can connect to two joists. Pick out the spot to hang the fan, cut a hole in the ceiling the size of the box, go into the attic and mount the box directly above the hole. Follow the directions for mounting the fan, they are usually pretty straight forward. As far as the electrical goes, you will want to bring two power feeds in. One unswtched source for the fan and on switched source for the light ( this way you can run the fan from the pull chain and the light from the switch). To do the electrical you will need to find a circuit in the attic that you can tie into. (dont tie in yet).Bring one piece of Romex to the fan box and the other will go to the switch.Next drill a hole down thru the top plate of the wall, cut out a hole in the sheetrock for the switch, and drop a string (tie a nut or some other sort of weight to the string) down fron the attic to the box hole and fish it out. Use the string to pull your two pieces of romex down to the hole. One of the pieces will go to the light and the other will come from the circuit identified earlier. In the switch box tie the grounds(bare or green) together, tie the nuetrals (WHITE) and take the black from each cable to the switch. In the fan box, tie all of the grounds together, tie all of the nuetrals together, wire the switched Black to the light, and the unswitched black the the fan. Go to the circuit identified earlier(with the breaker OFF). tie all whites together, Tie all grounds together and tie all blacks together. This is not a dificult job if you know what you are doing, but if you have any doubts you should hire a contractor.

When your ceiling is high enough, what I did was to install a wire mold extension box onto an existing wall outlet, and came up the wall to the ceiling, and over to where I wanted the fan. Wire mold comes in different colors and has a backing strip that anchors to the surface. it has internal and external fittings that allows for turns, the wires fit inside and is held in place with clips, until you snap the cover on. measure how much the run is, and it comes with written instructions about how it all goes together.

You should hire and electrician to install power to the ceiling and while they are there have them hang the fan for you too.

Cheers.

A fan requires not only an outlet, but that
it be a special 'fan hanger` box, (more
strongly anchored than a normal outlet).
You'll need a pro for this one.

we had a ceiling fan in my basement that we just ran an electic cord to an outlet. just tack the cord up and run it down the wall to a plug. it doesn't look as appealing as properly installing it, but we didn't have to run wires inside the ceiling or walls.
