Elizabeth Bathory. She is believed to have killed an estimated 600 young girls in the belief that bathing in their blood would preserve her youthful appearance. It is rumored she is part of the inspiration as well as Vlad Dracul the second (a.k.a Vlad The Impaler) for Bram Stoker's novel Dracula.

Lucretia Borgia

Lucrezia Borgia (April 18, 1480 - June 24, 1519) was the daughter of Rodrigo Borgia, the powerful Renaissance Valencian who later became Pope Alexander VI,
Lucrezia's family later came to epitomize the ruthless Machiavellian politics and sexual corruption alleged to be characteristic of the Renaissance Papacy. In this story Lucrezia was cast as a "femme fatale", a role she has been portrayed in many artworks, novels and films.
Lurid stories abound about her poisoning many of the aristocratic rivals of her family. Literally thousands dies by her poisonous mixtures. She was alleged to have a hollowed ring and would spike the wine of her dinner guests.
During the Renaissance, social climbers would commonly boast "I'm dining with the Borgias tonight." A smaller number would boast "I dined with the Borgias last night." Lucrezia was said to employ a chef and a poisoner (two separate people) full time to take care of her guests.

I believe that would be Indira Gandhi. Marie Antoinette was a silly child who just did what made her feel good at the time and ignored the fact of peasants. Indira Gandhi did away with civil liberties, assassinated opponents, suppressed the Sikh religion among other things. She allowed her son to institute forced sterilizations and destruction of slum living areas, with no alternative provision for living. She was later assassinated by Sikh supporters.
