ie. I noticed at Target that the Glade candles were on sale for about $2.66, then later went to Safeway where they were 2 for $6. Who makes that decision the store(safeway/target) or the company (glade)?

Well it can be chosen by anyone usually the stores marketing department but occasionaly a company will pay or coerce the store into putting it on sale. Sometimes it will be a third party bribing like an Electric Company was recently paying Safeway to make Compact Florecent Bulbs on sale

The marketing department, most of the sales come on as soon as the coupons expire. The idea is to get you to try it with a low price, and as soon as the family demands more, jack the price up very high for a long time.
