We have a huge Yacca tree and the base and roots are huge, If we chop it at the base, will it re-grow its roots? as a friend wants to put in a large pot plant. I cant seem to find any websites with this answer.

A yucca tree is very invasive and the trunk will continue to sprout multiple new shoots if you cut the top of the tree off. Generally, any part of the stump that is above ground can - and usually does - grow the new shoots. If you cut it to the level of the ground, the root system (on the outer edge of the cut) right at the ground level will probably grow new shoots.

The only way to get rid of these things is to cut the stump to the ground and then grind the stump to a depth of about 1 foot. Heavy-duty stump grinders can be rented at an equipment rental business. Or, you can call a tree service, who will either have their own equipment or rent it for the job.
