What I do with my kids is this. . .
I tell them once to pick it up. I tell them twice to pick it up. The third time, I pick it up, and it goes into a bag in my closet for two weeks. What ever is in that bag, stays in the bag for the two weeks. If it's homework, gym shoes, makeup, toys, what ever. It stays in the bag for two weeks. They will learn very quickly that when you say to pick their stuff up, that they better do it. Pretty soon, if it happens enough, you won't even have to tell them. i have a three and a five year old, and they pick their stuff up everyday.

I have two toddlers so I have toys everywhere all the time.. Until we got the basement "finished" I had baskets that I could stow away when the children aren't playing with their toys... Basically, I leave the mess until it's bathtime or bedtime and my children ages 1 yr. and 3 yrs. help me pick-up the toys. In the basement I go down there about once a week and pick everything up so I can sweep,vacuum and mop the floors. So, just don't sweat it unless you are having company. Also, storage furniture helps we have an entertainment center with storage underneath, the baskets stow away in there.... Or get a coffee table with drawers or baskets to stow away toys.. There's even ottomans that you can use as extra seating. Also, I NEVER have all my kids toys out.. I have a couple toy bins I rotate every so often so my kids don't get bored playing with the same old things. good luck

Some have more difficulty then others . Perhaps allow one room for playing ( thus allowing for clutter ) or make it a rule that they pick their stuff up like everyone else . Clutter is passed down from generations and is a severe form of OCD . Several of my family members have it as adults and it is not something you want your kids to have .

Start training them early. It may seem like they're not listening, but based on my own experience, over time they are able to apply what they've learned. Lots of nagging and asking over and over, and eventually they'll get it!! LOL

If they continue to refuse to pick up after themselves. You can always put the stuff in a garbage bag and hide it. If this doesn't work, consider donating the stuff.

give them just one or two toys at one time, and always ask them to pick themselves this will really help u. and ask them to clean their room two times in a day ,before nap time and then at night before bed time. ur house would look neat and clean (dont allow them to take their toys to other rooms)
