there is no way to tell, if you are concerned, use a condom, they are 90% effective in preventing std, then you only have to worry about the other 10% risk. Suggest you abstain if you don't know your partner is healthy.

If you mean STDs, well if her vagina doesn't look right, it's definitely not 'safe'.
However, a LOT of the STDs, especially the most common ones don't have symptoms or have periods with no symptoms at all.
The same also goes for males.
