Well asking her if she has any STI's would be the first step. Remember that not all disease transmitted sexually actually have any symptoms.
The best way is for both of you to be honest to each other and ALWAYS wear a condom!!

there is no way to tell, if you are concerned, use a condom, they are 90% effective in preventing std, then you only have to worry about the other 10% risk. Suggest you abstain if you don't know your partner is healthy.

If you mean STDs, well if her vagina doesn't look right, it's definitely not 'safe'.
However, a LOT of the STDs, especially the most common ones don't have symptoms or have periods with no symptoms at all.
The same also goes for males.
