Because the orange color also counts as a fruit. remember, ketchup was determined by Reagan's admin to be a "vegetable" (thus fulfilling that requirement) in children's school lunches.

Because Reagan's government cheese program was actually part of the farm subsidy program. The idea wasn't to help the poor but to justify giving government subsidies to rich dairy farmers. Though the government stopped giving away cheese to the poor close to twenty years ago, we are still subsidizing corporate farmers.
Today the US taxpayers are giving $16 billion a year to farmers who who have family incomes in the hundreds of thousands of dollars. There is an alternative farm bill called the Farm, Ranch, Equity, Stewardship and Health Act that will reform farm subsidies by replacing these handouts with a crop loss insurance program. This program, if passed, will benefit all farmers not just the 10% of the farmers currently recieving this form of corporate welfare.

I certainly agree with wyldfyr's answer. Rather than to continue expensive give away programs this nation should examine it's laws and programs and make America a better nation not only for America, but for the entire world.

If the average American takes home $4,000 per month, as an example, and hidden surpluses and give away programs cost our nation billions in unnecessary spending (said as an example) by making the economy somewhat more efficient, this nation would be better off, wages would rise, and America could extend God's love to other nations without America taking a loss.

The yellow/orange cheese is not a new item in the food distributed to low income families.
So, it was not a Ronald Reagan thing.
The food distribution of dietary supplements started in the 60'/70's.
