Report him (it's almost always a him) to the police immediately. It may seem harmless or even funny, but it can also be a kind of "gateway" behavior. Serial killers don't start out as serial killers; they start with less serious behavior and work their way up the ladder. Almost all of them have been voyeurs at some point. Sure, not all Peeping Toms become serial killers, but almost all serial killers were Peeping Toms at one point. What if Ted Bundy had been caught early in his "career" when he was just looking in windows?

OMG!
When I moed into my first home, I was home alone one night and I was dancing to music and doing housework and I looked toward my window and saw a face. I didn't have blinds just a sheer curtain as it was the back of the property and there was a stack of firewood under that window and no homes or street behind the house.
So you would have to enter the property from the front and go around behind the house where even I didn't go unless I needed wood.
Anyway, I started shaking and ran and turned off all the lights and grabbed a hammer and the phone. I called my boyfriend first. Like he's gonna get to me before the police or something (he was 3 towns over at work). Then I caled the police. They actually caught the little basta**. It was a teen from a few streets over. So they bring him to my door and make him apologize. I was pi**ed by then. I wanted him in jail. Anyway, they wouldn't take him to jail only back to his dad so I went with the police to his house and his dad answers the door in his white underwear with a gut from he)). He thinks it's funny. So the next day I posted flyers alerting the neighborhood that we had a peeping Tom in the neighborhood and if they want the address, the incident report was public record. Well, the family moved out soon after but I never again felt the same in my home. I moved to a place in the city where there were more people around to hear me if I screamed.
I also had this happen again. It was a security guard where I moved to, this time I grabbed a knife and went outside and told him I would cut his ba77s off and shove them down his throat. That I was the wrong lady to mess with. He got fired the next day after I told the office.
Some men are pervs and should be castrated. And you should be freaked out. You should make apolice report in case there is a rapist in the area. In this day and age you cannot be too safe.

I tell them off and tell them to get a life. Close the window and make your life decret I always feel that when I am in my house someone might watch so I always close doors or shades

Well if it is someone I know I will wave.
If it is some stranger I will close the blinds and lock the doors.
