Okay......let start with multiplying. The problem you said was 2 x .02. Write it like this
2.0
x.02
----------
Any number multiplied by zero is....zero
So you start with the bottom "2" and multiply it by the top right zero. Write zero under the bottom "2".
Now multiply that bottom "2" by the top left "2".
2 X 2 = 4
Write 4 under the bottom "0"
Now since "0" times anything is always "0" you don't even need to bother with it.
So we have 04
Now, count the digits in each of the problem numbers that appear after the decimal spot.....2 disgits, the .02
That's how many spaces to the left you move the decimal point in your final answer. Two placesto the left would be
.04
Now to divide just ask your self how many times can 45 go into 200 fully. 45+45=90....90+90=180....so that would be 4 times. now since we have some left over 20...we have to create a decimal place.
200/45= 4. So after you subtract 180 from 200 you have 20...but 45 can't go into 20 you you place a decimal point to the right of the 200 and write a zero in....now drop that zero down next to the 20 and make it a 200. Hey, look! It's another 200.....45 goes into 200....yup, 4 times...and guess what you subtract 180 from 200 and get....tats right another 20....write another zero in 200.00.....drop it down to get another 200...as you can see...this will go on for infinity. It will never stop. Hope this helps.
PS: Now I know why they never let us use calculators in school.

For 2 x .02 you can just pretend its like 2 x 2, which is 4. There are 2 decimal places on .02 so the answer is .04
For 200 divide by 45, how many times does 45 go into 200. 45 x 4 = 200 so 4 would be the answer

That'll teach you to rely on electronics!
1st example) Take out the point and\zero. Multiply the 2 and the 2 = 4. Count the dec places after the ponit . 2 places so Ans. = 0.04.
2nd ex.) Ans is less than 10 (45 x 10=450), so you have to do it by trial and error. 45 is a bit less than 50. There are four 50s in 200. 4 x 45=180 20 left over also divides by 45 =0.4 20 left over etc. Final answer= 4.44 recurring.
I'm knackered. Do i have to do more?

2 x .02, just multiply 2x2, which equals 4. Then move the decimal two places to the left.
200 x 45, just multiply 2 by 45, which is 90. Then add two zeros. Do the same for similar equations.

I can't give you all the laws of mulitplation and divison but I can help u.
for the 2 * .02- you write the longer number on the top, put a multipcation sign and write ur shorter number on the bottom and fill in any blank wholes with a zero. Rember for multiplcation and division the decimales don't have to line up, for addation and subtraction they do.It should look like this:
.02 you take the bottom right number
x 02 and multiply it by the top right number
_____ then by the top left number. write a zero under the answer of that. take ur second number on the bottom and multiply it by ur top right number, then by ur top left number(this needs to be attached to the zero you added) EVERY NUMBER HAS A DESIMAL ON THE END OF IT. keeping that in mind write the decimal after any number with out one already, get all the decimals to the right, count how many times you move the decimals. start with ur decimal in the answer all the way to the right and move it over how ever many times you moved it over before.
As for 200 divieded by 45- you draw half of a box (with 2 sides) and put the smaller number on the outside and the larger on the inside. so it should look like this:
____ first you the outside number and
45 I 200 see how many times it can go into the inside number. write that on top of the 1/2 square. multiply the top number by the outside number. write that under the inside number. subtract them. and keep repeating these stepes until all of ur numbers on the unside are used.

200/45. 45 is almost 50. Therefore your answer will be less then 4. Actually it is 4.44 rounded to two places.
