Well, why would you want to? Payback or revenge of some kind? You may have a pure motive, but do examine that first and make sure you are willing to face the consequences if the photos are traced to you.

I went to an undergraduate college with very strict rules against drinking--even if done off-campus and even when done on vacations at home. The local police knew the college was overly strict and were very decent to the college kids who were not also breaking other laws. They would usually gently lecture them on what the college could do, and then they'd see they got safely back to their dorms or apartments.

Most violations are handled by offices of specific deans, so just sending a photo to the college in general will probably mean someone opening the mail will just toss the photo (or do the equivalent to email), especially if it is sent anonymously. Like those cops in my college town, the most such a person might do is to gently lecture the student (if that student is known to them) and give them a "heads-up" that some anonymous person is out to get them.

Because of all the legal complications with such issues as negligence and slander, a college is unlikely to act on anonymous tips for minor infractions such as drinking (murder would be another matter entirely!). If you do provide your name, you must be prepared to be called on to give further proof (perhaps a signed affidavit) and also be prepared to face the consequences once the person you have outed is told who you are. American law requires that accusers be known to those they accuse if any legal steps are taken.

The first step to take is to honestly face your motives in doing such a thing. If you truly feel this student is a danger to others AND are willing to reveal yourself as the source, then be prepared for whatever might come back your way.

Depends which college. I attended a nazarene school for a couple years where each student signs a contract to not drink. When I was confronted with a drinking accusation during one of those years, I very well could have been kicked off the track team, given a fine or even sent from the school. Naturally, most schools are not that strict, even those with dry campuses.

Why would anyone even want to? Best case the college would ignore them or forward them to the yearbook committee. Worst case, expulsion for not being a "good ambasador of the institution".

Either way the intent of the sender is to hurt the person in the picture. This is the worst form of cowardice.
