It depends on what "best" means.
Personally, I think one would have to rule out any movie that loses its ability to impact you after the tenth watching. If it can't make you laugh, cry, or jump every time you see it, it's just another also-ran.
That pretty much weeds out most thrillers and action movies, leaving inspirational stories and comedies. Love stories tend to peak out at two watchings, even for those that like them. Casablanca or The African Queen might be exceptions to that.
I think the best in each category would have to be "Rudy" and "Monty Python's Holy Grail". One is still inspiring even after seeing it twenty times, the other is still hilarious even if you memorize every word.

Oo, tough question... in terms of visuals and excitement, I'd say the Lord of the Rings triliogy, although the Spiderman movies had some great moments of action.
