Count the number of digits after the decimal point. In this case it is 3 digits after the decimal point. The denominator of the fraction will be 10 multiplied by itself 3 times...i.e. 1000
Thus you will, remove the decimal point from 0.837 and express it in the following way as a fraction :
837 / 1000

In the same way, you can express 1.21 as a fraction ...

121 / 100

I don't think it is possible to simplify it more than 837/1000
837 can be divided by 3 but 1000 can't.
