I need ideas that will cost under $1 a piece and I can purchase enough for close to 100 students.

Some ideas I have used in the past were reindeer candycanes

Go for an olde British holiday tradition, and make Christmas "crackers". Cut a toilet paper roll in half. Hold the halves together while you roll them into tissue paper or lightweight wrapping paper that is cut about three times as wide as the roll is long, and long enough to wrap around the roll (once for wrapping paper, twice for tissue paper). Use a glue stick along the cut edge to stick it down so it doesn't come undone.

(OK, I've never done it this way [which might explain why some of our "crackers" were hard to "pop!], but from reading the first link ... the part about putting your thumb inside on the cardboard strip ... I'm guessing that the "real" crackers must have extra strips of cardboard that extends an inch or two beyond the outer end of the roll glued securely to each half of the roll to give extra support when "popping" the cracker! Obviously, these would need to be in line, straight across, and applied to each half before the wrapping/tissue paper goes on! You might want to experiment and see if this makes it easier to open them!)

Drop in a few candies (wrapped peppermints, a piece of bubble gum, etc.), any tiny toy or trinket, etc. Gather each end and tie it closed. Each end should have a length that can be comfortably grabbed and held on to. (These are held while the ends are jerked to "pop" the cracker open and spill out the contents.) Once closed up, the cracker can be decorated with stickers, markers, glitter, etc. (Just be sure that nothing gets glued over the joint that would prevent the cracker from popping open!)

You can ask everyone you know to save toilet paper rolls for you. Paper towel rolls and carboard rolls from gift wrap work too, but involve a lot more cutting!
