I am interested in making some "Spilled Beers" and "Spilled Sodas". What kind of liquid resin is used to make "Fake Food" or "Artificial Food"? What coloring agents are used? Do you know where I can purchase the resin and dyes?

It's latex. You can use the same techniques they use for masks. First, make a mold, then pour in the liquid rubber and let it harden, then paint it. For example, here is what you might use to make your mold

If you're looking for the 2 part resins that simulate liquids that are often used for stuff like that, or at least parts of it, as well as fake water for model railroading, etc., you probably want either a 2-part epoxy resin (like Envirotex Lite or UltraGlo or Glaze Coat--that last one from Home Depot, otherwise from a craft or hobby shop) or you want a 2-part polyester resin (Castin' Craft, for example).
They're different in a few ways but are the most common used used by "crafters" and hobbyists.

Fake foods (food models) are made in a variety of ways, depending on what they are used for. Bakeries often use styrofoam and sheetrock mud for wedding cakes, breads are the real thing with a polymer coating, food is re-created with plastic, wax, silicone, whatever works best for the look they want.
