This dirty old man is protected by society. What about me, I am just a kid who got hurt by him. I don't want anybody else hurt! I want the United States Government with the most strictest laws to put him in jail.

Yahoo will block a person that evidence shows is violating the terms and conditions for access or the community guidelines. An accusation is not sufficient.
If the "dirty man" has violated the law, don't complain to Yahoo, call the police.

If you were hurt, then you should be seeing a counselor, who can also help you seek out legal assistance.
