The seller answered his phone & was helpful 2 weeks ago & told me he'd send the correct disc..we'll no disc & can't reach him & no email returned. Should I dispute paypal charge..?

Contact ebay for sure.Then Paypal.Sounds like the seller is trying to get away with a shady transaction.I waited forever once for an item off ebay.I was so excited to finally receive it that I left good reback before even opening it.It was ripped and missing pieces.But once you leave feedback-thats it.Thankfully for you,paypal should help you out quickly.They are pretty good about things like that.Good Luck!!
