Partly cloudy means it is mostly blue sky and sun with some clouds.

Partly sunny means mostly cloudy, with occasional breaks of sun.

Partly cloudy means there aren't alot of clouds and partly sunny means there isn't alot of the sun's rays able to be seen though the clouds, so it would be "mostly cloudy" on a "partly sunny" day.

Partly cloudy is a day with fewer clouds and more sun. Partly sunny is a day with less sun and more cloud cover.

Partly cloudy means "more sun then clouds" partly sunny means "more clouds then sun."

The term "partly sunny" is not a technical term. The correct term is "partly cloudy"

I guess partly cloudy is more clouds and parlty sunny is more sun. 30% and 70%

It depends on whether the weather person
is a "glass half-empty" or "glass half-full" person.

Regardless, they get the forecast wrong 95% of the time.

For the 5% they actually get correct,
they spend hours trying to figure out what went "right"! ;)

It's the same. It's just being a pessimist or an opptomist. Like, if a cup if half full or half empty.
