I am looking to purchase a home in OHIO, built in 1994-1995. I was walking through the basement and noticed a lot of various cracks throughout the basement. It is a block foundation and I found cracks going horizontal through the mortar only, cracks going horizontal through the mortar and block, cracks going down the mortar, looking like steps, and cracks going vertical up the wall through the block and mortar. Am I asking for a problem by purchasing this home? Please advise.

yep,
this house should have setteled by now, sounds like its still settling, the ground may be shifting in that area, I would avoid buying this,

yep sounds like some "boot" laid up that foundation...sure you could find a better one...
