i have bad grades and a low GPA at my old school

Sorry, but schools have a database these days which will tell them if you were enrolled elsewhere and didn't submit your transcript. If it slips and they find out later, you could be kicked out of school, even if you are doing well at the time. You need to be honest, but explain how circumstances have changed since then so that they don't expect the same performance from you. Have references who knew you then and still know you talk about how much you have changed.

You have two choices:
1. Submit the transcripts to the college you want to apply to and see what they say - you can find out what the minimum requirements are on their website.
2. Go to a community college for a year and get your gpa up. This will show you are committed and are ready to work hard this time around.

You don't have a choice in submitting past credits. Sure you can do it...but you risk them finding out that you did not submit all your credits and getting revoked to ever enter that college or any college...

Either way you go, you should be able to qualify for student loans again as long as you aren't default on them.

You can't get around it. You HAVE to send your grades if you're going to transfer. Suck it up and do it, or stay where you are and get better grades next time.

The only way I could imagine, would be to say you've never been to college, and take all courses all over again.
