The 200 is part of the 420, thus take the 200 and divide by 420 = a fraction. Then multiply the fraction by 100 which determines the percentage.

You asked 'what % of 420 is 200'? In math 'of' is multiply and 'is' is equals. So your question in math is '% x 420 = 200'.
From there its simple algebra. 200/420 is 0.47619047619047619047619047619048. To get percentage multiply by 100. Thus answer is 47.619047619047619047619047619048% or simplified to 47.6%

You simply use the equation is/ of = %/100 ( when you substitute the number)
Its should look like this :
420/200 =x(the unknown which is the %)/100
Then you cross multiply:
It should look like this:
420 x 100 =200x
when you multiply it should look like this:
42000=200x
Then you divide by 200x on both sides
42000/200=200x/200
200x cancels out when divided by 200 and you are only left with x.
When you divide by 42000 by 200 your answer will be:
x( is is the percent) = 210
Your answer is 210
Then you substitute 210 in your equation to check your work:
420/200 = 210/100
when you divide 420/200 your answer = 2.1
and when you divide 210/100 your answer = 2.1
since the answers are both correct your answer is also.

(Excuse my english) I dont know the actual term in english but it goes like this
420 200
100 X which means at 420 you have 200, at 100 (100 is %) how much? (which is the X)
and you calculate diagonally. you multiply 100x200=2000
and 420xX=420X
Then to find the X which actually the percentage you are looking for you divide the two results, 2000/420=4.76
So 200 is 4.76 % of 420
i hope i made it a little clear and not confused you even more

There are 3 pieces of information in percentage problems: Rate, Part, Whole
Rate is related to % as folows:
% = 100 * Rate
If you know the Rate, multiply by 100 to get the corresponding %
If you know the %, divide by 100 to get the Rate
The following diagram shows the arithmetic (- - - means divide):
Part
- - - - -
Rate * Whole
If you know the Rate and the Whole, multiply them to get the Part
If you know the Rate and the Part, divide the Part by the Rate to get the Whole
If you know the Part and the Whole, divide the Part by the Whole to get the Rate
This last is your case, where the Whole is 420 and the Part is 200
Rate = Part/Whole = 200/420 = .476
% = 100 * Rate = 100(.476) = 47.6
