Is it just the common fashion? Required? Do they do it for political or religious reasons? What is the history behind it? Do the reasons vary from group to group? How? Do women in such groups do the same?

The original skinheads had to shave their heads because of their jobs. But then they became known as "skinheads" and it became part of our subculture. Not only does it represent the very thought of "skinhead" but in a fight you already have an advantage of not getting your hair pulled out. The great white Romans used to shave their heads too right before battle, so the concept of a shaved head is nothing new. Although now it's synonymous with white youth, aka skinheads!

This is a REALLY simplified version:

The original "skin head" movement was (sort of, more or less) a reaction to the punk scene in England. Where the Punks were mostly either lower class youth, or upper class youth pretending to be lower class, the "working class" punks like the same style of movement but weren't nearly as into the Trotskite BS that the left wedged into punk.

Where the punks had their mohawks and spiky hair in all the colors of the rainbow, the skins shaved their heads to differentiate themselves. Where the punks wore torn, dirty and ragged clothing, the skins prefered to dress in clean and neat clothing.

As the communists/socialists started preaching and working inside the burgeoning punk movement, the national front/facist/nazis started recruiting and working inside the skin head movement.

Not all skins were/are nazi pricks just like not all punks are left wing goofballs.

(There are other trends and influences in here--like ska, which was a favorite of the skins was born from Reggae, which has it's roots in the black Jamaican slave culture && etc. , but I think this is enough for you to get the answer to your question)
