Two reasons.
1) An electrical meter is more accurate at mid level readings. This means that if the speedometer is reading 65 it is probably accurate. If it reads 100 it is not as accurate.
2) It's psycological. It makes you believe that the car can go that fast. The only way my little putt mobile would go that fast would be by driving off a cliff (no, I don't do that).

Appeals to that "speedster instinct". Also, some cars wind up in racing events offroad in various kinds of tracks. Dirt track racing tookj off when moonshine liquor runners lost their business to federal agents and liquor stores.

Thats how car salesmen sale cars faster... they tell you that it goes as fast as the marked #'s
