Most States only require a business licence if you are collecting a sales tax. Like in resale. Since you are providing a service and not selling your own product for profit you will not be collecting a sales tax. If you buy padlocks at Sams Club and sell them to your customers for a profit and collect sales tax the answer is yes. If you collect no tax the answer in Virginia would be NO

a business license or a Real Estate license? I have a Real Estate license in both Nevada & California, but I've never done any biz in Nevada. Anyone who does real-estate-type work in the brokerage needs a RE license. People who do secretarial-type work do not require it.
