they were elected by the local inhabitants and i don't believe the spanish and french had anything but a royal governer and a bureacracy

To me it looked like the English colonies had just a little bit extra freedom, the king had already misplaced so much of his energy to the parliament, and it was once just a little extra democratic than the Spanish and French who had been nonetheless dominated by means of their monarch.
