If it snows, you can build snow forts or go sledding and skating. Play hockey. You can play football until it snows and even after, if you want. Just make sure you still get outside every day. Join a sport at school so you will stay fit.

You didn't say if they are boys or girls or what ages they are so my ideas are very general, but maybe I will spark an idea in your brain!
Unless it snows or rains constantly in your area, they can probably still play outside most days. But if that isn't possible, try going to places that are kid friendly - our local malls have indoor play areas where the kids can run around (for free), try visiting the library once a week (not active, but kids usually have fun there), play games with them, help them find a hobby (maybe buy a dollhouse kit and build it together a little each day, crochet, volunteer at a local church or senior center). Maybe you could all learn something new together, how to play an instrument or learn sign language, cook together, etc
Check the library for kids activity books. You might find instruction on something to make or build that you can all do together.

They should go outside part of each day to play.
Let them build forts in the house; chairs back to back with blankets over them.
Board games. If you hear them say 'I'm bored' they have to get out the board games.
Musical chairs.
Making things from recycled objects; tin cans, oatmeal cans, empty boxes, etc.
Have them make cards.

as long as its not raining ice..they can still playoutside..mine do..ride their bikes, snow forts, kids over and they make jumps for sleds, ice hokey, ice skating, schools offer alot of indoor sports like baskteball and indoor soccor..on a decent day i send mine out in the afternoon for at least an hour of something..they usually end up wanting to stay out longer..i just make sure they are bundled up..

they can play outside in the snow? have snow ball fights? build forts? go sledding? just because its cold doesnt mean they have to stay inside..
i always rode my bike in the winter..

if the weather is bad get the kitting kits at walmart they pretty easy once they get the hang of the kitting
