Right now trhe most valuable card from the 70's is a 1970 Nolan Ryan Topps #712 card. Its base value is between $125-$200
Graded in mint condition this card is much more valuable.
By the way card #500B UER WL Mickey Mantle from Topps 1969 is valued at around $1500 so it was close.
In the 80's here are a few that are highest currently:
1984 Fleer Update Roger Clemens XRC $250
1986 Topps Traded Tiffany Barry Bonds $400
1987 Donruss Opening Day #163A Barry Bonds $300
1985 Topps Tiffany Mark McGwire OLY $250
In the 90's there are just so many to list and so many different variations but here are a few:
1990 Topps #414A Frank Thomas NNOF! $600
1992 Score Franchise Auto #AU4 $1200 (Musial/Mantle/Yaz)
1994 Collectors Choice Sig Gold # #647 Arod $300
1994 Upper Deck Griffey/Mantle AU $1200
1996 Leaf Signature #32 Roger Clemens $250
1997 Donruss Sig Auto Century #94 David Oritz $800
1998 Stadium Club Co-Signers #CS2 $300 Garciappara/Jeter
1999 SP Sig Auto Gold #GM and #MP $300 Maddux 7 Piazza
I listed a number through a bunch of years just to give you an idea of how many variations there are. There are hundreds more and some that are worth in the thousands of dollars.........Glad you did not ask about 2000..............sigh*

What do you mean by best? Most valuable?
Rookie cards are usually the most valuable cards of any player. The most valuable rookie card of the 1970s is Mike Schmidt's 1973 Topps rookie, 1980s is Roger Clemens' 1984 Fleer Update, and 1990s is too hard to say, because of all the insert and autograph cards out there. The top rookie is Alex Rodriguez' 1994 Score Traded/Call Up.

70's was A thin decade for high value stars. maybe Brett or Schmidt.
80's was the years of Ripken, Griffey, Bonds, Clemens and McGwire. Those RCs are big money.
90's I have to say finding Arod's SP in Gem Condition is a huge find.

The best card from the 80's was the 1989 Billy Ripken card.
Most card collectors will know why.

It would naturally be a card that has some personal value to you. Its just cardboard - their value is to easily destroyable, so go for sentiment.
70s - 1977 Topps Dale Murphy
80s - 1982 Topps Cal Ripken
90s - ??? Don't really have a favorite.

Are you looking for someone whose career spanned those three decades? If so, I think I'd go with Nolan Ryan. His career began in 1966 and ran until the end of the 1993 season.
He led the league in strikeouts every year in the 70s except for 1970,71 and 75.
He also led the league in strikeouts from 1987-90.
No to mention his no-hitters, 7 in all. And he set the strikeouts record in the early 1990s.
