Is this a CRT or LCD monitor?

CRTs are very susceptible to magnetic fields. Unshielded speakers, power bricks, fans, florescent lights, anything with a motor or a transformer close to the monitor can make the image shake.

LCDs can suffer from a set up problem with an analog connection. Make sure that an LCD monitor is running at the native resolution and at 60 Hz vertical refresh rate. Then open up Notepad and fill the screen with H characters. Press the Auto Setup button on the monitor. The screen may go blank, or it may move around for a second or two, and then it should stabalize.

That 'shaking' in the 'photo' could be because your internet connection wasn't good, and the picture wasn't 'refreshing' fast enough ... so that's what you need to 'check' first. If the internet connection is 'fine' and you are still getting the 'shaking' then your monitor may be old and getting ready to 'die' on you. My old monitor did that 'shaking' thing for about a week, then it just 'died' and wouldn't even come on any more. I have a new and much better monitor, now (flat and thin) but I'm already starting to wonder when it's going to 'die' on me, since most monitors on computers that are in 'frequent heavy use' last NO MORE THAN five years.

The first thing to do is see if you have any electric fans, or anything else that has a motor in it, near the monitor. If you do, move them as far away as possible.

If that doesn't work, see if there is anything with an electric motor on the same circuit (fuse or circuit breaker) if there is, try plugging either the monitor or the thing with the motor to a different circuit.
