Polar bears live in the Arctic or northern hemisphere while all 17 species of penguins are in the southern hemisphere.
The only possibility for a polar bear to eat a penguin is in a zoo or other facility. Should a mix up at a zoo put them together, I don't know how many penguins would be eaten. It probably depends on their size in relation to the amount of food usually eaten by the bear as well as their speed in relation to the bear's speed and hunger.
