If anyone has any information, I am interested in finding out more about local presidential primaries. Who does the voting? Can just anyone be a part of the vote? I am trying to research it online and am not coming up with many clear answers. Thanks!

Anyone who is 18 or older and a registered voter may vote in the primary and general elections. There is often a set time that you must be registered before the election like 60 days to be eligible to vote in that election. For that you would need to check with your voter registration office. Otherwise once registered as long as you keep your address current you can vote in any election. School board, Constitutional amendments, etc...

in addition to the above answer...you can only vote in the preliminary if you are a registered voter in the party who is holding the election
