Or other ordinance? If a new office building is being constructed, is there a legal requirement to have a certain number of spaces? Or is it strictly up to the builder/owner to determine?

If it matters, I am in Orange County, Florida.

I am not an expert on Orange County but I do know the rules here. It is never the building owner. It is always what the local rules day.

In this area where space is tight there are many commercial organizations that want to expand but can not get a permit because there is not enough room for the number of parking spaces that their new size building would require. The building will fit but the parking lot will not and that is enough to cancel the project. And it is even worse for a new building where they give them no breaks on parking requirements.

check with the building department in Orange County, and they will specify. Even within certain cities in Orange County, they might have a different requirement. There is a legal requirement, and for handicapped spaces as well.

Nope, the only factor in amount of spaces is area for parking. Other than that the only other thing would be handicap parking. You have to have so many handicap per regular spaces. Find out all you need to know on the americans with disabitlities act web page.

If you are both owners of the property then it would be better to discuss the matter like adults. Why is the other owner using your space instead of parking in his/her space? You should already be splitting the property taxes if you both own the building.

Local building codes will rule. You can probably find yours online. Most large municipalities have online access. But you need to ask a question first: are you in city/town boundaries, or just the county. You'll have to look different places. for each.

As far as I know, only the number of disabled spaces is regulated, if parking is made available at all.

yes adequate parking must be made for commercial buildings
