Not a proper fit and could and will slip off maybe in a area when you need it most. I would check with OSHA Safety..They do make a head sock that would make fit more proper?

You'd better check with the safety dept. Some OHSA laws are VERY specific.

No,it's not illegal. Impractical yes,but not illegal. Your helmet won't fit properly with the ball cap underneath and it would slip off. Check with your foreman.
