A senate is the part of the government that makes laws. In some countries it operates by itself. In other countries like the United States their is another legislative body that either opposes it or works with it to make those laws. In the U.S. that is the House Of Representatives.

There are two houses of Congress. The lower house also known as the House of Representatives and the upper house also known as the Senate. The House of Representatives is populated by Congressmen elected in various districts in each state. The number of Congressmen is based on population. You as a voter have the most influence on your Congressman.

Each State has only two Senators regardless if population. The Constitution set it up this way to balance the needs of the States and the needs of the people. It is also designed this way to temper the power of the majority.

Together, the upper and lower house form the Legislative Branch of our three tier government. Their duty is to write bills to create necessary laws. They do this through debate and compromise. Once a Bill passes both houses it goes to the President. The President and his cabinet are the Executive Branch of our Government. The President can sign a bill into law, veto a bill sending back to the Congress for more work or pocket veto it. If Congress is not in session and the President does not sign the bill for ten days it is dead. If Congress is in session and the President does not sign the bill for ten days it automatically passes.

BTW-The third Branch of Government is the Judicial. This is the Supreme Court. Their job is to see to it that any law passed does not violate the Constitution.
