The front part of the frame is a flat cross member that connects to the left & right frame tubes.
It's hard to see.
Use a flash light and mirror, or put a piece of paper over the frame number and rub a pencile on the paper.

Check on the goose neck. (where the steering column and frame meet)

It should be up on the steering shaft that comes off of your handle bars.
