Loxley is a small village near Sheffield which is where the Yeoman Loxley might have come from (the original legends have a better connection to Yorkshire than to Nottinghamshire.) I don't believe there was ever an actual 'earl of Loxley'. Some legends say Robin Hood was 'earl of Huntingdon, though' and there was indeed a castle and earldom at huntingdon, though its rather far from Sherwood.
The earliest legends have Robin as a yeoman, not a noble. ALL of the tv shows/movies have portrayed him as a nobleman, EXCEPT for the 1st Robin in HTV's ROBIN OF SHERWOOD, as played by Michael Praed.
This is my favourite version of the legend. I am not keen about Robin being a noble, it seemed to imply that the 'peasant rabble' were unable to do anything themselves & needed some kind of 'smarter' rich guy to lead them, and then at the end of the tale Robin always gets his lands back and goes off to play happy families with Marion (despite the fact England was still being crushed by taxation & later, King John's dreadful rule.)

The original Robin Hood stories were told about a yeoman from the Barnsdale-Nottingham area. Later, after the Norman conquest, the French added romantic elements like Maid Marian to the legend. In the 15th century, the idea that Robin had been Earl of Huntingdon or Sir Robin of Locksley became part of the stories, and it's that Robin who ended up in modern versions like the Errol Flynn movie.

Most consider them to be the same person. Robin Hood was just his nickname while Robin of Locksley was his royal or "official" title.
Here's an interesting website:

Another really interesting website that goes into detail about the legend, the locations, people involved, and also names different people who might’ve been Robin Hood.

Robin of Locksley was the son of the Earl, and thus a noble. He was believed to be Robin Hood-a "common" robber according to the law of the time.

Robin Hood is fictional but is believed to be loosely based on the Earl of Loxley who was an English nobleman who turned against the authorities when he was unjustly deprived of his land.
