I mean I personally never report anyone. If the question isn't a question... I just don't answer it, I just ignore it. If the answer is offensive, I usually just thumbs down it because then I don't see it anymore.

Yes, you should realize that most folks who report people are simply immature trolls that have absolutely nothing better to do in their pathetic little lives than to report folks. Sorry, no offense.
I'm sorry but until the Yahoo! staff gets a better handle on this issue we'll just have to deal with it.

Only if it is a racist question or answer. Other than that I give a thumbs down. A lot of questions are really stupid so I give a really stupid answer. Like the guy who asked if your car turns you on after you turn it on.
