Check to see it the meter is running.Is it turning or bringing up numbers, or hand going round? If so the water is going somewhere. If not the meter is not turned on. Turn the meter valve on with a wrench and see what happens.....xx

Look for and trace the line coming from the meter, there may be another valve, contact the former resident, and ask them about a valve. Most valves are put where you can get at it. Do you have a basement, or just a crawl-space? In case of a restriction, check the nearest faucet or hose bib. That's a good idea as suggested, to check the meter dial turning, but bear in mind, that water authorities don't change out bad meters that great, and will charge a estimated flat amount each month, ask to view the last years amounts used.

Make sure the valves are open on both sides of water meter, the valves should be turned counterclockwise to open and clockwise to shut. Next follow the pipe from the meter to the next valve. Make sure this valve is open. Continue following the pipe and opening valves. If it's an outside faucet your checking, go from the faucet backwards into the house, there should be a shut off valve for this to keep it from freezing during the winter and breaking.

Before you blame the water company, there might
be a service valve that's been left shut.
Check where the water enters the house.
Follow the pipes and make sure the all valve(s)
are open.
Be ready to close any you open if you hear a leak.
Some valves are left closed for a reason.

Call the water company back and ask them to have a mechanic come out and SHOW YOU that the water is on as they say, because clearly it is NOT on. Did you check that all the flow valves on the sinks and tubs were opened ? The previous resident may have closed them.

Get in touch with the water company and have them come and sort it out. I assume you have left the faucet open for a few minutes in case the problem is an air lock in the pipes?

Follow the line from the meter. There may be a valve along it that is in the closed position. It has to be that or there is water shooting out somewhere.

OPEN ALL FAUCETS AND DRAIN AIR OUT OF LINES.
CHECK UNDER HOUSE AND SEE IF THERE IS NOT ANOTHER INSIDE THE HOUSE SHUT OFF VALVE.
CHECK THE LINES RUNNING TO YOUR SINKS AND ETC TO SEE THEY ARE TURNED ON.

do you have a septic system? If you do you have to hold the meter down until you hear it kick on..If you don't then there has to be like a turn on some where in the house.
