y=9 is a straight line with an m=0, i.e. no slope. Therefore any line parrallel to it will have the same slope. Since the point given goes through the 12 on the y axis, then the eqation for the line will be y=12.

Equation is y=mx+b
We need values for m (slope) and b (y-intercept)
Line is parallel to y=9, so same slope;
y=9 is y=0x+9, so slope is 0
y=mx+b becomes y=0x+b, or y=b
y=ox+b passes through (7,12),
substitute 7 for x, 12 for y to find b
12=0(7)+b, b=12
Equation we want is y=0x+12, or y=12
