It all depends on what you would like to have
It could be as little as 4 for cichlids
but it could be as much as 30 for tropical fish

There are so many options that it really depends on what fish you like. I just started about 8 weeks ago a 20 gallon tank and so far I have the following:
5 pristellas (x-ray tetras)
5 glo fish (colorful zebra danios that are genetically altered)
1 rainbowfish
1 powder blue gourami
I am looking to get a couple of more fish - probably some bottom feeders. I have room for like 5 or so small fish or 2-3 bigger fish. The rule of thumb is if you have 26 gallons you can get 26 inches worth of fish. This is a guideline only. You obviously cannot get 2 fish that are 13 inches long because they would have no room to swim. But you could get about 26 inches worth of small fish. You have to make sure that they will get along with eachother. I have chosen to get smaller peaceful fish so I cannot add more agressive fish like tiger barbs, cichlids, sharks...

The best thing you can do is look up info on different types of fish. Try to strike a balance with the different fish so that you have some that swim/feed in each of the three main levels (surface, mid, bottom). How many you can keep will depend mostly on their size and temperament. Also make sure that all of the fish that you get are ok in the specific water type you will maintain in your aquarium. Some fish do better in softer, slightly acidic water, while other do better in harder, more alkaline water. Do a lot of research and come up with a community of fish that will give you the enjoyment you want.

It depends on so many factors: What kind of fish and how large they get, how well they get along with other fish, how diligent you will be with water changes and tank maintenance. For example, you could put a large school of small tetras in such a tank, but perhaps only a couple of larger cichlids. Please!! Read up on this subject before setting up your tank (unless you want to set yourself up for failure).

1 inch of fish per 1 gallon of water
considering small fish such as neons u can put 26
but if u want to keep cichlids u can keep a pair of dwarf cichlids and some other community fish
