My kid has a Science Project and this was the topic that we choose.

I would venture to say salt because its an ionic compound and water's polar attributes pull the ions a part.

Tell your kid to do his own science project.

There are certain factors that one needs to take into account.
1. Are the size of the particles the same? Smaller particles dissolve faster.
2. Temperature of solvent
3. Volume of solvent
4. Purity of solvent/substance
5. pH of water
6. Ways of determining which dissolve faster
7. Amount of substance to be dissolved

Personally, try to resolve the above questions that would definitely be asked by an experienced person.

I would think baking soda would dissolve faster because its a powder not a granular substance but it also depends on how much water and if it is hot, warm, or cold. Why don't you give it a try?
