I have a 16 year old. It's hard.
He recently had his birthday, and I made him put a wishlist up on the fridge. There's no 'surprise' that way, but that's just because of the age; it's stupid to spend money on something he wouldn't use or was 'outdated'. Of course, a sweater or shirt or leather gloves would be welcomed, as well as something fun.
We haven't much money, but got a home theatre system for really cheap, and a used xbox system and games for his birthday. That was 50 and 100, respectively.
Other options - a flash drive with U3 capability (that means programs can run through it, not just information); a higher gig flash drive (we just got him one which was 4gb so he could transfer movies from the computer to his home theatre system); there are entertainment gift cards you can get - we have them in Canada, with admissions to the most common theatre chains, discounts on concession, coupons for discounts on stores all included;
Does he have hobbies? Don't forget FOOD - I always get my son's favourite chocolates and candies!

Get him all of the regular stuff that everyone else is suggesting and then get him something that in 10-20 years he will still have. I buy my son a Chrsitmas ornament and a book every year in addition to all the other crap that will be thrown out in 3 years. I buy a nice book that is something intereting to him or is a classic and a blown glass ornament by Radko or Old World Christmas, or something like that- then I "take charge" of it. When he is out on his own after college he will have a nice library and a start on christmas ornaments.

You might consider gift cards. They are small, easy to wrap, and easy to use. Find stuff he likes - clothes, gas if he drives, a general gift card for any store in the mall, for example. You can also get pre-paid visa cards, that he can use anywhere. There are I-tune cards, if he has an Ipod, too.
We put a text file on the desk top of our home computer, and called it "wish lists". Any time someone in our family thinks of something they want, they can add it there. That way, it's easy to send a copy to friends or family when christmas or birthdays are coming up, and it's easy to update when you think of something to add to your list.

ALL guys go through this. Just ask him what he wants. He won't mind at all, since there's a chance you'll actually get him something he really wants.

A DVD? (which contain kin guy ect..) A $10 voucher? candy? A CD? some posters or prints for his room you additionally can get him something stupid like "eating glasses" or "musical piano tie" from retailers like hawkins bazaar no longer bath stuff. wish those help :')

I guess electronics are the most wanted gifts for boys at this age , look for Ipods , zune , you can try http://www.gifts.googlepages.com
they have many gifts grouped into sections and of course there is always the electronics section .
