Get super drunk and just start talking with people. Theyll understand that ur wasted and u wont really care what the hell ur talking about because ur drunk:) Have fun and happy birthday!!

This may be an opportunity to make a few friends. Get some pastries or a small cake and a bottle of champagne and ask a few neighbors to join you for a drink.
Even with poor French, a big smile and pleasant demeanor will go a long way.

I am not from Paris but I'm pretty sure most people there speak both french and english. If you try to make an effort by speaking a little french, most of them will be glad to help you!!:D
say : "Allo, je ne parle pas français" (which means "hello i don't speak french")
As for what to do for your birthday, I'm sure there are plenty things to do. Why not go see a musical?

You could hang out with the other ex-pats. There's always plenty of English speakers in the Frog Pubs around town. That's not a very good way to improve your French, though.

Heck, I wouldn't need to do anything myself, I'd be happy just hanging out in Paris on my b-day. The food is awesome, there's so much to see and do, it's all wonderful!

as a gift to your self , give you a gift of private french lessons or group lessons. this way you will meet other people in the classes with the same problem as you , solve both problems with the gift.
