Sounds as if you're talking about Nicolo Machiavelli, author of The Prince and The Discourses.

He wasn't a ruler himself, but a courtier during the Renaissance in Italy.

Machiavelli. Not a ruler of anything and possibly not even an adviser to rulers although many of them used "The Prince " as if it was a crash course in dictatorship. If you read though the work carefully it should begin to strike you that he tells tyrants to do what they were already doing....exposing their methods in a way that would not get him killed. I personally think that this particular work is a satire and it is a mystery to me that any intelligent reader of it could think otherwise. Unfortunately the thing was and is taken seriously and earned such a reputation for its author that because his name was Niccolo and he was clearly younger than the devil, the devil began to be called " old Nick.

You seem to be referring poorly about Nicolo Machiavelli.

You, I strongly suggest, ought to read more about 15th Century Italy and Europe. You also should read his Discourse and his other works --- The Prince was a How To Govern book --- some very sage advice for his time.

If his book sounds "ruthless" put them in context of the ruthless times. His views of syncophants, advocates of change, etc. are as accurate now as they were then --- the human condition has not changed all that much in 500 year.
