You shear, wash, card, comb, spin, and end up with thread or yarn...
You then either weave or knit to creat the fabric.

I work with a group who do Sheep to Shawl demonstrations. I also lead a group!
You can or not clean and card the wool before spinning or felting.
You can spin directly from the sheared wool.
Then you can knit, crochet or weave it into fabric.
The wool can be dyed at any time after it has been first scoured (washed).
Spinnable fleece comes from sheep, goats, camels, alpacas, llamas, vicunas, dogs, cats, people, yak, etc. Nearly any animal fiber is spinnable if it is long enough.
(I hate cotton spinning!) Mahatma Ghandi made a rule that all Indian people should spin for an hour a day! This brought them back to their roots, made threads for wearables, and is extremely relaxing and meditative.

Up in the North West of England, we have a working mill at a place called Helmshore. It traces, through history the beginings of the textile industry. Peasant farmers kids, collected the wool from the sheep. Once bagged, the women and the children pull it out in handfuls. They wrap it round a wooden spinning top, with they weight at the bottom. Holding it at arms length, they continue to spin this wooden top. The wool stretches into rough yarn, which in turn is wrapped around wooden pegs. Helmshore shows you the rest. You can actually join in as well. Its educational, fun and relives history through hands on experience.

You can felt it, or you can spin and than make the yarn into a fabric, like knitting, crocheting or weaving. (There are even more ways to make fabric out of yarn.)
