Due to allergies I have not used fabric softeners in years, my towels are always soft though. I hate the feeling of fabric softener on clothes now, it makes thing "sticky" and too much on towels makes them much less absorbent. Maybe you are using too much and it has the opposite effect? Two suggestions I would have for you are to possibly get some better quality towels, and make sure you don't crowed too many into a wash and dry load. The dryer only works well if the clothes have enough room to "tumble". Also, the tumbling balls that where suggested are a great idea.

read the other answers and here is one that was missed, you might have too much of a build up of softner on the towels. Using softer everytime makes a build up where water can't be absorbed into the towel, thus aking them hard.
Try taking a load of towels and running them through the washer with vinegar and see if they soften up some. If they do, you have been using too mcu softner, once you get them soft again, sparingly use the softner.

Maybe too much soap or water too hard or both. What about trying water softener like borax? Make sure towels are well rinsed. Sounds like you are avoiding chemical softener. If so good for you. There are tumbler balls you add to the dryer. They have bumps on them and soften as the laundry goes round, much like kneading. Those might help.

many of these are good solutions. I would try the vinegar in place of the softener. it works just as well but also makes sure there is no soap residue in the fabric. use 1/2 cup per load and see what that does. then if you still want to use a softener use sheets. it won't make the clothes smell like vinegar if you use it as a rinse aide.

To the best of my knowledge you should not use softener on towels. It makes them less absorbent. You may be using too much detergent and therefore they are not being rinsed thoroughly. Outside drying is best but I doubt if this is practical in your situation.

perhaps it is just the quality of the towels? in my experience tumble dried towels are always fluffy. why not try different laundry detergent and softeners?

Change to a better brand of fabric softener, or switch to a dryer sheet instead. They should come out soft either way.

Sounds like you are using too much soap. The cleaning is in the rinsing, rinse twice softener in second rinse.

I don't use softeners, but I do use those dryer balls - one blue and one pink with ridges/spikes on, and they work wonders. You can buy them in Woolworths, Asda, etc. for about £10.
