Why is this question in Geography?
The best way to visualize third is to draw four circles.
Divide the first circle into 9 equal (Or as equal as you can) parts and shade in one of them.
Don't shade the second circle.
Shade half the third circle and all off the last circle.
Which of the circles does the first circle look most similar to?
I would say the completely unshaded one. i.e. 0.

Zero. Just think about it. fractions are small pieces of a whole, which would be one. If you cut one pie into two pieces and another pie into nine pieces, the pieces of the pie that was cut into two pieces will be much larger.
