If you think that cheating is somehow acceptable then you have a lot to learn, if us being mean to you helps you learn not to cheat then we'll just continue to be mean.

I can make it as short or as long as I want it to be, I can put it a numbered format like 1. do this. 2. do this, etc.
Or I can put it in a short story format, like:
He went to the store and got stuff. He went home and put the stuff together, etc.
Or I can put it in a novel format, like:
Joe Blow woke up from a deep, deep sleep and after realizing it was time for breakfast before he had to go to the computer store to get the necessary parts required to assemble a homemade computer, consisting of the various hardware and software he would need, etc, etc.
Most people find writing things down difficult but it doesn't have to be so, as I've just given you some indication.
Let's make this simple shall we?
Start by writing the brief in the first-person format (I want it, I did it, I said it, I, I, I).
Hey, you can always do it in a round-about way too.
i.e., My teacher told me to write a brief on how to build a computer. I decided to ask a professional and he told me that the first thing was to buy a Mid Tower Case with a matching power supply, a MOBO (motherboard) that would handle a late version CPU (Central Processing Unit), or Microprocessor, fast enough to silence Bonathon M, like one hundred million billion hertzion (just to stump your teacher).
Continue with the other hardware and software but you don't need to be careful anymore cuz your teacher is either asleep or dead from boredom.

on are instruction we told to give a brief or explanation. how should i start and for how long should this brief be 100,200 word?

The first and most important thing you do when you build a computer is --you design it. Just like an architect draws plans for a building you design the computer for whatever use it is intended. For example, gaming computers require massive video cards, office computers dont need massive video cards but massive storage etc. Then, you make the list of parts focusing on compatibility of all the parts---etc etc etc

Don't worry about the length of the report. Write it, and lengthen or shorten it as needed. If you are building a computer, and you are concentrating on writing the bill, you are not building the computer, are you?

First start off by asking the what would this computer be used for, basic word, or high end gaming, or even both? This is where you'll know what parts to be looking into and then go from there, but i'm not going to do your homework for you.
