I think ppl should not afraid of the government, and the other way around....ideally both sides have to respect at each other...but alot of times it is not what happening in real life.

There should be a balance between the two. Governments should know they can't just run roughshot over everyone and do what they want, nor should they allowed to be too corrupt. On the other hand, the citizens should also know that they won't get away with lawless or out of control behaviour, etc.
It will take to long to write the whole philosophy and argument here, but basically, like most things in life, there should be a measure of balance. Not stagnation though, noone needs that much balance... :)

Well, yes if you mean Guy Fawkes Day(the man attempted to
blow up the House in fifth November 1605 and had put barrels of gunpowder in its cellars,he was arrested and executed-in commemoration of the event every year at the opening of Parliament a ceremony of searching all over the building and its cellars takes place and a very formal oral report is given.)

Afraid, no but you need to be aware and ask questions. If the Government were truly afraid of the people they would be much better servants of the people.

It should be neither. Neither should ever be in a position or state of mind that they would want/need to give the other something to fear.
